Two new members were appointed to the decision-making body of the GVH
On 1 November 2011, Mr. Pál Schmitt, the President of the Hungarian Republic appointed Dr. Anna Miks and Dr. Péter Miskolczi Bodnár as new Members of the Competition Council of the Gazdasági Versenyhivatal (GVH - Hungarian Competition Authority). The appointments of the Members of the Competition Council are for a period of six years.
The Competition Council is a separate and independent decision-making body within the GVH, but its decisions are subject to judicial review. Therefore, a decision on the substance of a case may only be made by the Competition Council proceeding in the case. If the parties challenge the decision in court, the Competition Council is also allowed to represent the decision of the GVH with the assistance of the legal experts of the GVH. The Competition Council is also responsible for reviewing the orders of the case handlers within the course of the procedure.
The Chair of the Competition Council - who is also endowed with the responsibilities of one of the Vice Presidents of the GVH - organises and supervises the activities of the Competition Council, while in competition supervision procedures, the decisions are concluded by the Competition Council in a panel of three or five members.
The Members of the Competition Council also participate in the competition advocacy tasks of the GVH and contribute to the efforts to disseminate competition culture in Hungary.
Anna Miks obtained a law degree from Eötvös Loránd University in 2002. She spent half a year at Lund University in Sweden where she was attending European Union law courses. Since 2002, she has been working as an investigator at the Hungarian Competition Authority (GVH). She worked for the Services Section, the International Section and the Legal Service. She has been working for the GVH-s Competition Council since 2009. In 2004, she was a trainee at the ECN Unit of the European Commission-s DG Competition. As a member of European Union working groups she gained experience in cooperation among competition authorities. She played a leading role in the development of the GVH-s leniency policy in 2006 and 2009. She speaks fluent English and German.
Dr. Péter Miskolczi Bodnár graduated from the Faculty of Law of the Eötvös Loránd University in 1981, in the same year he started working as a lecturer at the Civil Law and Commercial Law Department of the University of Miskolc. Peter Miskolczi Bodnár is a civil law professor at several universities in Hungary and since 2010 he has been working as the deputy-director of Károli University. He is also a member of the Competition Council of the Hungarian Competition Authority, which he joined in 2005. He is the author of a commentary on the Hungarian Competition Act (A Versenytörvény magyarázata, Budapest 2002. pp 545), and several other books on competition law. He speaks fluent English and Italian.
